Almost cloying levels of charm waft from the quaint shops, begonia-filled planters and requisite Thomas Kinkade gallery, tempered somewhat by a Santa Cruz funkiness courtesy of the surf culture, art scene and a vibe that is decidedly "Mayberry Goes to the Beach.".
